Open library, right-click counter-strike, click properties, click local files, click browse local files, open cstrike, find config.cfg and delete it, do not delete any other file, launch counter-strike and your setting should be reset (including your multiplayer profile).
Use launch options to reset the resolution:
-w 1024 -h 768 -full
Add another launch option:
-glWhich makes the engine use OpenGL renderer.
In your Steam window, you will find a Tab called "Library" in which you will find a list of your games. Select the game you are having issues, in this case "Counter-Strike" and right-click on it to display a list of options, one of them being "Properties". In there you will find a button with a label "Set Lauch Options...", which you want to click on and add the following line:
-w 1024 -h 768 -full.
